    Ramboll helps chart a resilient future for Europe’s agri-food system

    Technical support delivered by Ramboll, Ecologic Institute, and Oeko-Institut to the European Scientific Advisor Board on Climate Change (ESABCC) highlighted the systemic changes needed to strengthen resilience and reduce emissions across Europe’s agri-food sector.

    In this recent partnership, Ramboll provided technical support for the ESABCC’s assessment on the climate risks affecting the EU agri-food system. The assessment identified practical pathways to improve resilience, accelerate emissions reductions, and support long-term transformation across the sector. It also outlined how Europe can respond through coordinated action across farming practices, land use, supply chains, and customer behaviour.

    The climate risks include droughts, floods, heatwaves, and pests and diseases, all of which impact productivity, farm incomes, and rural livelihoods.

    Karin Attström, policy expert in climate resilience and mitigation, Ramboll, led the team providing technical support to ESABCC report. Attström says: “The next EU budget and climate-policy decisions will shape the agri-food system for the next decade. Delaying action would raise costs, increase climate vulnerability and make the transition harder.”

    The mistake would be to treat adaptation as a farm-by-farm technical checklist. The report’s central message is that short-term resilience can start at farm level, but long-term resilience requires coordinated action across landscapes, markets, finance and public policy. No single instrument is enough. The transition needs a coherent policy mix across the whole value chain.

    Additional measures outlined in the report highlighted soil and water resistance, climate-resilient farm management, and stronger risk management tools to help farmers and supply chains adapt to increasing climate pressures.

    The assessment emphasised the importance of behavioural and policy measures, in addition to technological ones, to support the transition to a resilient agri-food sector.
